Dichiarazione di Ospitalità (if you live in a private home)

If you live in a private flat in Italy (renting, with a friend, with a relative), the owner or your host must submit the Dichiarazione di Ospitalità (declaration of hospitality) to the Police (Immigration Office) within 48 hours of the start of your stay.

Legal reference: art. 7 of Legislative Decree 286/1998. It is not required if you stay in a hotel, B&B, hostel or student residence (they submit it automatically).

Who submits it

It is submitted by your host, not by you. Your host can be:

  • The owner of the property (if you rent regularly).
  • The relative or friend who gives you a room free of charge.
  • The accommodation office of your school, if you have a room in an Accademia di Italiano student residence (in this case we take care of it).

Your host must be of legal age, in good standing with their own permit or residence, and hold a valid rental contract for the property where they host you.

  • Within 48 hours of the start of your stay at that address.
  • If you change home before your first appointment at the Questura, a new Dichiarazione di Ospitalità is needed for the new address.

How to do it - the "Comunicazione di Ospitalità" form

Your host fills in the "Comunicazione di Ospitalità" form (the official Ministry of the Interior form) indicating:

  • Personal details of the host plus their codice fiscale (tax code).
  • Address of the property where they host you.
  • Your personal details (as on your passport) plus passport number, nationality, date and place of birth.
  • Start date of the hospitality.
  • Expected duration of the hospitality (for students it usually matches the duration of the course).
  • Reason: tick "Study".
  • Basis of the hospitality: tick "Owner" or "Lawful tenant with the owner's consent".

Three alternative channels for your host:

  • By PEC (certified email) to the Immigration Office of the provincial Questura - preferred channel.
  • In person at the local State Police station or at the Questura (Immigration Office).
  • Online in the municipalities that have activated the portal (for example Milan: comune.milano.it).

Your host receives a receipt with a stamp and a protocol number. You must take it to your appointment at the Questura for the residence permit.

What you need for the permit

A copy of the Dichiarazione di Ospitalità is one of the documents required for the Residence permit kit. Without it, the application is not accepted. Ask your host to give you a photocopy together with the stamped receipt.

Important

If the friend hosting you does not have a valid rental contract, or is not authorised by the owner to host guests, the declaration is not valid. In this case you must find a different arrangement (a room in a regular tenancy, a hostel, a B&B).

If you stay in an Accademia di Italiano residence

The residence (Padri Scolopi in Florence, partner residences in the other cities) submits the declaration directly to the authority. You do not need to do anything: we hand you the stamped receipt for the permit kit.
