Residence permit: the Yellow Kit step by step.

Complete guide to filling in MOD. 209 - Form 1 and Form 2 of the postal Kit (the "Yellow Kit", Kit Giallo), completed with a real example of a female student. For non-EU students applying for the first issue of the residence permit for study purposes.

Last updated: May 2026 · valid for the "study purposes" / code 24 permit type (university and language courses). For other reasons (work, family, asylum) the procedure changes.

Important

You have 8 working days from the day you arrived in Italy to submit the residence permit application. Count from the day after you land. Missing the deadline jeopardises the visa and any future renewal.

1. What the Yellow Kit is

The Yellow Kit (Kit Giallo, officially MOD. 209) is the yellow envelope with the official paperwork to apply for the residence permit. You collect it free of charge at any post office with a Sportello Amico desk. Inside you find two forms (Form 1 and Form 2), the instructions in Italian and the pre-addressed envelope to hand in at the desk.

For a study permit you only need Form 1. You fill in Form 2 only if you renew a permit for research, apply for a long-term EU residence permit or convert the permit.

The kit is submitted by registered post through Poste Italiane. The Questura (immigration office) then summons you for fingerprinting and, a few months later, you collect the electronic permit card.

2. Documents you need before you start

Prepare these documents before you start filling in the forms:

  • Valid passport + photocopy of every used page (visa, Schengen entry stamp).
  • Study visa (stuck into the passport): a legible photocopy.
  • 4 passport photos, recent, with a white or light background. The post office photobooth costs about €8.
  • Italian tax code (Codice Fiscale): if you do not have it yet, go first to the Agenzia delle Entrate. It is issued on the spot.
  • Accademia di Italiano acceptance letter (we sent it to you by email and post): original AND photocopy.
  • Proof of accommodation in Italy: rental contract, hostel receipt or a Dichiarazione di Ospitalità (declaration of hospitality) from your host.
  • Proof of sufficient financial means: bank statement for the last 3 months showing about €5,825 per year (figure updated each year). Alternatives: scholarship, guarantee from a resident relative, parents' letter + their income tax return.
  • Health insurance policy valid for the entire stay: if you do not have one, enrol here with the Italian SSN (recommended, about €700 per year for non-EU students).
  • A €16 revenue stamp (marca da bollo): bought at any tobacconist or at the post office.

4. Filling in MOD. 209 - FORM 1

Fill in in block capitals with a black pen. No correction fluid. If you make a mistake, take a fresh copy from the kit (it contains spares). Do NOT sign or date the form before the post office desk: the clerk watches you sign.

5. FORM 2 - when (and how) to fill it in

For a study permit at first issue you do NOT fill in Form 2. Leave it blank in the envelope. You need Form 2 only if you are:

  • Renewing a permit for research (fill in SEC. 1, 2, 5).
  • Converting the permit into one for awaiting employment after graduation (fill in SEC. 6).
  • Applying for the long-term EU residence permit (fill in SEC. 1; SEC. 2/3/4 depending on the type of work; SEC. 5).

7. Where to submit the Kit - addresses and hours

The Kit is submitted only at a post office with a Sportello Amico desk (the desk dedicated to immigration). Not every post office has one: find the nearest at poste.it/sportello-amico or by calling 803.160. Always book the appointment before going: without a booking you can wait several hours.

08 AFTER SUBMISSION

Appointment at the Questura

  1. The clerk weighs the envelope, takes the payment and gives you a postal receipt. This receipt counts as a provisional permit: always keep it with you.
  2. On the receipt you will find a file number and a password. Track the status of your application at questure.poliziadistato.it/stranieri.
  3. Within 30-60 days the Questura - Immigration Office summons you for photo and fingerprints (rilievi fotodattiloscopici). Bring the passport, the postal receipt, the photocopies and 4 extra passport photos. Attend only on the date and time indicated on the summons letter.
  4. Another 2-4 months later (it varies from one Questura to another) you collect the electronic permit card. Valid for the duration of your course.

Keep the postal receipt

It counts as a provisional residence permit until you receive the electronic card. It allows you to re-enter Italy after a trip, rent a home, open a bank account.

9. Common mistakes to avoid

  • Filling it in in English. The kit must be filled in in Italian, in BLOCK CAPITALS, with a black pen.
  • Signing at home. Sign only at the post office desk (fields 28-29 and the equivalents on Form 2).
  • A mismatched Italian address. The province on the Questura header and in SECTION 7 must match.
  • Wrong photo format. White or light background, no mirrored glasses, no broad smile, face fully visible.
  • Insufficient proof of means. The bank statement must cover at least 3 months and show the minimum annual amount.
  • Forgetting the passport copies. Photocopy every used page, not just the personal-data one.
  • Filling in SECTION 11/12. Complete only if your spouse or children under 14 actually live with you in Italy.
  • Missing tax code. If you have it, write it in field 31: it speeds up the Questura's search.
