Dichiarazione di Presenza - for non-EU students staying less than 90 days

If you are a non-EU student and you come to Italy for less than 90 days, in most cases you do not need a residence permit: the Dichiarazione di Presenza (declaration of presence) at the Questura within 8 days of arrival is enough.

Legal reference: Law 68/2007. It applies to tourist stays, short study mobility and summer programmes.

The Dichiarazione di Presenza is valid for non-EU students in these situations:

  • You are in Italy for less than 90 days (summer programme, short intensive course).
  • You are enrolled at a university in the European Union (Schengen Area) and already hold a residence permit for study issued by another EU State, valid for the entire mobility period.
  • You take part in a European mobility programme (Erasmus) or mobility based on international agreements.
  • You are visa-exempt based on your nationality (for example USA, Canada, Japan, Australia for tourist stays).

It does NOT apply if you enter with an Italian study visa for more than 90 days: in that case you must apply for the residence permit.

Entering Italy directly from a non-Schengen country (for example USA, United Kingdom, Brazil, India)

The entry stamp placed on your passport by the border police (Malpensa, Fiumicino, Marco Polo airports) already counts as a Dichiarazione di Presenza. Keep the stamped passport: nothing else is needed.

Entering Italy from another Schengen country (for example via Vienna, Paris, Munich)

You must submit the Dichiarazione di Presenza to the Questura of the province where you are staying, within 8 days of arrival. The form is called "Dichiarazione di Presenza ex art. 5, comma 7, D.Lgs. 286/1998".

What to bring

  • Filled-in form (download it from the box above or from the website of the Questura of your province).
  • Original passport + photocopy (the personal-data page + the page with the Schengen entry stamp, if present).
  • Proof of accommodation: hotel receipt, declaration of hospitality from your host, student residence booking.
  • Sufficient financial means: bank statement, cash, letter of guarantee.
  • Health insurance valid in Italy for the entire duration of the stay.

Cost

The Dichiarazione di Presenza is free. No revenue stamp, no payment. The Questura issues you a stamped receipt.

Limits

The Dichiarazione di Presenza authorises stays of up to 90 days and cannot be renewed. If you decide to stay longer, you must leave the Schengen area and re-enter with a new study visa.
